Hekmat Rezwan was born in Jawzjan 23 years ago. He is originally from Sar e Pul province of Afghanistan. After finishing high school he started studying civil engineering in Jawzjan Technical Institute. He completed his Bachelor degree in Agricultural Economics in Mazar University.
